缅甸实现和平发展的出路

  在元旦节，民盟党代表团在克钦邦会晤了克钦邦各个民族党派，当中与克钦邦人民党主席争取建议时，克钦邦人民党主席提出了要求说：缅甸联邦出自克钦，也就是说彬龙协议源自克钦，这是缅族一直所说的历史事实。就应为如此要求按照彬龙协议的条款（5—7）实行民族地区的区域自治和民族自决权，完全的民族自主权。

   其实缅甸的根本问题是：实行各民族平等的民主联邦制，建立正真的民选政府，按照人民的意愿治理国家放弃大缅族主义将军队权力交付人民政府，军队不能操控国家权力占据政府席位。

   目前解决的不是让民族解放组织缴枪的问题，而是把缅甸军队交付给人民，向人民缴枪，把人民的国家权力从军人手中完全交付给人民，人民政府不能操控在军人手中，缅甸不能操控在两个政府手中，军队属于人民，军队服从人民政府缅甸才能实现和平，这是缅甸和平发展的进程中必须解决的根本问题。也是缅甸实现和平发展的唯一出路——缅军向人民缴枪。

   之后昨日民盟代表到了孟邦，孟邦人民也书面表达支持克钦邦人民党提出的要求，坚持彬龙协议，在签订彬龙协议时虽然孟邦和若开邦没有参与签字但是他们认可彬龙协议，并支持克钦邦提出的与彬龙协议的基础解决民族争端问题的方案。实现民族自决权，自主权。

  克钦邦人民党支持民盟党组建新政府时，兑现彬龙协议，改变缅甸的政治局势，实现正真的民主联邦制，实现缅甸的和平事业。

  On New Year’s Day, the NLD delegation met with the various ethnic parties in Kachin State. While seeking proposals from the Chairman of the Kachin People’s Party, the Chairman of the Kachin People’s Party made a request said: The Union of Myanmar comes from Kachin.  In other words, the Panglong Agreement originated from Kachin, which is a historical fact that the Bamar people have always said.  Therefore, it is necessary to implement regional autonomy the right of national self-determination in ethnic areas in accordance with the terms of the Panglong Agreement (5-7), complete national autonomy.

 Implement an equal democratic federal system for all ethnic groups, establish a genuine democratically elected government, govern the country according to the will of the people, abandon Burmanism hover military power to the people’s government. The military cannot control state power to occupy government seats.

 The current solution is not to allow the National Liberation Organization to hover the guns, but to hover the Burmese army to the people, hover the guns to the people, completely hover the people’s national power from the soldiers to the people. The people’s government cannot be controlled by the soldiers, Myanmar cannot.  The control is in the hands of the two governments, the army belongs to the people, the army obeys the people’s government in Myanmar to achieve peace. This is a fundamental problem that must be resolved in the process of Myanmar’s peaceful development.  It is also the only way for Myanmar to achieve peaceful development-the Burmese army surrenders guns to the people.

 After that, the representatives of the Democratic League arrived in Mon State yesterday. The people of Mon State also expressed their support in writing to the request made by the Kachin State People’s Party insisted on the Panglong Agreement. Although Mon State Rakhine State did not participate in signing the Panglong Agreement, they recognized Panglong.  Agreement support Kachin State’s plan to resolve ethnic disputes based on the agreement with Panglong.  Realize national self-determination autonomy.

 When the Kachin State People’s Party supported the Democratic League to form a new government, it fulfilled the Panglong Agreement, changed the political situation in Myanmar, realized a genuine democratic federalism, achieved peace in Myanmar.
