 2009年,凤凰卫视公布的一段当时担任缅甸掸邦特区同盟军司令彭家富的电话录音,还原了果敢“8.8事件的真相。

 据说美国政府大楼的一块碑铭上写着:“当未来无愿景可言,人民将走向灭亡。” 于是,笔者就有了以下的设问:“果敢民族的愿景是什么?”换言之:“果敢民族有梦想吗?

梦想的力量是无穷的,平凡的人们往往因其伟大的梦想而变得伟大,伟大的人物往往能制造出整个人类为之陶醉的梦想。诸如柏拉图的理想国、摩尔的乌托邦、孔子的大同世界等等。


 当今著名的“梦想制造者”非好莱坞莫属,好莱坞是世界著名的“梦工厂”,一直在为美国制造着无数个拯救世界的“英雄梦”,引领世界潮流的“明星梦”以及雄霸天下的“老大梦”。


说起“梦想”二字,为世人所推崇的莫过于马丁·路德金的演讲《我有一个梦》。于是,笔者又有了以下的设问:“身为果敢民族的领导们有什么梦呢?他们的梦有多大呢?他们的梦具有吸引全果敢人民愿意为之奋斗的魅力吗?……”


如果我没记错的话,在2009年之前的缅甸民族民主同盟军军校曾经有过一个叫做“掸北明珠”的美梦,可惜这是一个“口号式”的梦,没有诱人的细节,没有动人的声音、没有迷人的色彩……这个梦就像午夜的梦一样模糊不清。但就是这样的一个梦,却也曾让年轻的同盟军官兵们为之兴奋不已。如果当时的造梦者,学得“好莱坞”的一招半式,把这个梦做得更美一些,或许2009年8.29之后的果敢青年会更愿意紧紧团结在一起把他们的梦继续做下去。结果,缅军仅仅用了两天多的炮火就把那些年轻阿兵哥心中的那个梦给轰碎了。年轻人的梦碎了,还可以再做。然而,一个民族如果连梦都不会做、不敢做,未免就显得有些可悲了!

So the author asked, "what dreams do leaders of the Kokang people have? how big are their dreams? does their dreams have the charm of attracting the people of all the Kokang people to fight for them?" If I remember correctly, the Burma National Democratic Alliance military Academy before 2009 had a dream called "Shan Beast Pearl," but it was a "slogan" dream, with no enticing details. There is no moving voice, no charming color. This dream is as vague as a midnight dream. But it was such a dream that the young Allied officers men were excited about it. If the dreamers of the time had learned the "Hollywood" trick to make the dream more beautiful, perhaps the Kokang YMCA after 8 / 29 2009 would have been more willing to stick together continue their dream. As a result, the Tatmadaw used just over two days of artillery fire to blow up the dream in the hearts of the young soldiers. The young man's dream is broken, he can do it again.  一百多年前(1897年)果敢民族连土带人被划归英属缅甸,1948年缅甸联邦共和国建立,果敢民族成为缅甸联邦众多合法的少数民族之一。然而,一百年过去了,果敢民族的内心深处仍然找不到归属感。由于在政治上遭受歧视,让果敢人总感觉自己是个被遗弃的孤儿,成了精神上漂泊流浪百年的民族。不知果敢民族究竟还要漂泊多久,才能找到自己的政治和精神归宿?


许多果敢人因无法从内心上承认自己是缅甸人的事实,加之不满缅甸政府的所作所为,他们下意识或无意识地从各方面排斥缅甸,有的老人宁愿没有国籍也不肯办理缅甸国民身份证,有的人宁愿生活不方便也不肯学缅语,有的男人一生坚决不穿缅服(男式筒裙),有的人坚决不与缅族交朋友……,以上这些偏激的行为导致果敢人与缅甸国家的隔阂日深,对此果敢人自己应负上一定的责任。缅甸国家部分领导或人民固然不愿真心接纳、包容果敢人,但果敢人自己也经常在用某些行为有意无意地将自己边缘化。当然,主要原因是由于缅政府和大部分军内缅族人士的行为,无法取得果敢人民的信任与认同,但笔者相信缅族之中也不乏良善之人。有人大力鼓动果敢人率土重归,但这样的愿望就像人出生之后又想重回母亲子宫一样不可能,果敢这个孩子,中国这位“母亲”不想要、不敢要、也不能要!

 

果敢人如果不能拥有历史自觉和身份自觉,就无法清醒而客观地认识到自己前面的路应该怎么走。据说,那位让法国人无比骄傲、无比崇拜、由衷敬爱的拿破仑,也不是真正的法兰西人,而是科西嘉人。当年轻的拿破仑意识到科西嘉脱离法国不现实的事实后,他找到了自己的历史定位和身份定位,视野和胸襟变得更加开阔。终经过个人的不懈奋斗,他成为了法国的皇帝,不仅获得法国人的崇敬,同时也赢得了世人的尊重。果敢人当效法拿破仑,放眼全缅甸,在缅甸联邦谋求更大的发展空间。




 不知果敢民族领袖们可曾为自己的民族描绘过蓝图?是否清清楚楚地知道自己究竟要将果敢人民带向何方?笔者以为果敢的领导们在描绘蓝图之前,首先应该清楚以下几个“目的”:

 他的武装是为了保卫他的家园和人民,而不是为了在他的地盘上欺压百姓、穷兵黩武;

他建立的政权是为他的民族服务,而不是关起门来对着一群走投无路的、愚昧的被统治者,为所欲为、作威作福;

他接受缅甸国家政府的“整编”是为果敢人民争取更多的政治权利,而不是为了做个任人宰割、苟且偷生的顺民。

 

温家宝有句名言:“如果一个民族每个人都忙忙碌碌,为了鼻子底下那些事,那么这个民族是没有未来的。” 也许,当果敢民族的领导人给果敢的未来制造一个梦;描绘一个清晰的、美好的愿景之后,果敢人民才会知道自己未来的路究竟该怎么走。假如身为引路人自己也是心迷目茫、步履彷徨之辈,那么谁还会放心追随他的脚步去寻找传说中的和平与幸福?怕只怕这个民族连做梦的勇气都没有,连憧憬一下美好未来的信心都没有,终日只忙于他自己那一亩三分地和小家庭的生计。如果是这样的话,我不知道他做为一个民族形式存在还有何意义?我也不相信这样的民族会有光明美好的未来!

有人说:“不会做梦的民族,是没有希望的民族。”在此,请容许我再次向果敢同胞发问:“身为果敢人,你有果敢梦吗?”

我不是一个喜欢做梦的人,也不太懂得如何做梦,更不是什么“梦想家”,但我认为果敢

民族缺少一个梦,一个美丽的、迷人的、伟大的、让所有果敢人都愿意为之努力奋斗几代人的春秋大梦。

可这个梦怎么做呢?于是我开始试着做了一个这样的“果敢民族梦”。

这个梦有两条根,一条深深根植于缅甸国家和平繁荣稳定的现实之梦,另一条深深扎根于中华文明复兴的精神之梦……

 

    梦境之一:有教无类,不独亲其亲

(关于果敢教育)

 

我梦见自己穿越时空飞向未来,看到那时的果敢地区已彻底扫除了文盲。

果敢高度自治区政府实行全民中学免费教育制。向辖区内的每位公民提供公平的教育资源。

那时的果敢人已清醒意识到中华文化是他们的根,缅甸文化是他们的枝叶,二者缺一不可。华文让他们在面向世界时能够走得更远,缅文可以让他们在缅甸国家内可以站得更稳。所以果敢青年学子大都同时热衷于学习中、缅两种文化,就像对自己的左右手一样重视。

我梦见那时的果敢地区是输出中缅文化交流及翻译人才多的民族地区。每个果敢人至少能掌握两种以上语言(普通话、缅语、傣语)。我看到果敢地区内的缅族、傣族少年能讲一口流利的果敢话,听到果敢族青年说出的缅语和缅族人一样标准。

我梦见果敢创办有一所全缅甸的华文大学。民族伦理学、禁毒科学是该校的品牌学科。


果敢的男孩女孩们在干净的教室内学习,在校园的青草坪上歌唱、畅谈着他们五彩缤纷的梦想,闲聊中他们关心的是出国留学,求职志愿、创业计划,以及世界流行文化、潮流趋势、国际格局等等。话题中再也没有大量涉及赌王、毒枭、军痞、流氓、二奶、小妾等与之相关话题。他们努力学习不是为了应付考试,更不是为了找一份养家糊口的工作,他们为自己的兴趣而学习,是为了追求自身的幸福、改善人类社会而学习。在社会良好风气影响下,在老师、家长们的辛勤教育下,他们用正面的价值观互相影响,建立他们积极向上的精神品格。社会的和谐,家长的爱护,老师的关心,让他们觉得自己就是天之骄子而志向宏大,不屑于去参与那些低级趣味的娱乐活动,更不会用物欲来麻痹自己而浪费他们宝贵的青春与生命。

由于免费义务教育造就了高水平的劳动力,加之自治区内引进、兴办的各种小型工厂、公司,让果敢的年轻人不必再为没有工作而发愁。

我梦见果敢富豪们集资设立了几个涉及科学、文学、医学、音乐、美术及文明风尚的大奖,充分调动了果敢青年更奋发向上,追求知识文化的激情。此奖项为提升民族素质及挖掘青年潜力、造就精英人才起到了积极的推动作用。

梦中的高度自治区政府设立了高额奖学金,鼓励广大果敢有志青年,前往世界各大学深造。每年都会有数十位学成归来的果敢才俊,加入果敢民族发展、建设的行列当中。

  

梦境之二:讲信修睦,盗窃乱贼不作

(关于果敢社会)

 

我梦见果敢高度自治区政府,以高效和廉洁赢得人民的信任。所有政府官员均由民主选举产生,并可通过议会对不称职的官员进行罢免。果敢高度自治区政府是缅甸廉洁、高效的特区政府,他没有兼职的政府官员,所有公务员都是全职的,并将其所在的社会福祉作为己任。政府对官员的优厚待遇及其自身的道德素养,让他们具备抵制任何形式诱惑的精神力量,面对各种各样花哨的贿赂,能够做到不变节、不出卖自己的良心。

我梦见那时的人们有了新的价值判断,他们眼中的成功人士不再是看这个人拥有多少钱财,而是看他为社会做出多少贡献。果敢社会风气不再充斥孔方兄的信徒,那时的人们普遍认为人的价值不在于其攫取和累积了多少物质财富,而在于他为世界、为其所在的社会创造多少财富(包括精神财富)。

梦境中果敢的山山水水依然保持着良好的生态循环,天是蓝的、水是绿的、山是青的、空气是清新的。因为在迈向现代化城镇建设发展的进程中,果敢人没有把牺牲自然环境作为经济发展的代价。

在果敢民族精英的治理之下,果敢社会基本实现了儒家所描绘的大同世界模样——

政府能够做到“选贤与能” , “使老有所终,壮有所用,幼有所长,矜寡孤独废疾者皆有所养,男有分,女有归” ,“谋闭而不兴,盗窃乱贼而不作……。”

老百姓能够做到“讲信修睦,不独亲其亲,不独子其子,货恶其弃于地也不必藏于已,力恶其不出于身也不必为已,”,“外户而不闭……。”

I do not believe that such a nation will have a bright future! some people said: "the people who do not dream, there is no hope of the nation." Here, please allow me to ask again, "as a bold man, do you have a bold dream?" I am not a dreamer, nor do I know how to dream, let alone a "dreamer". But I think the Kokang nation lacks a dream, a beautiful, charming, great dream for which all bold people are willing to work for generations. But how to do this dream? so I began to try to do such a "Kokang national dream." This dream has two roots, one is deeply rooted in Myanmar's realistic dream of peace, prosperity stability, the other is deeply rooted in the spiritual dream of the rejuvenation of Chinese civilization. One of the dreams: there are no classes, not only kiss their relatives (on Kokang education) I dream of flying through time space to the future, see that the Kokang area has completely eliminated illiteracy. The Government of the Kokang Autonomous region has implemented a system of free secondary education for all. Equitable educational resources are provided to every citizen in the jurisdiction. At that time, Kokang people were aware that Chinese culture was their root, Burmese culture was their branch leaves, both of which were indispensable. The Chinese language allows them to go further towards the world, the Burmese language allows them to stmore firmly within the country. Therefore, most of the young students of Kokang are keen to study both Chinese Burmese cultures at the same time, just as they attach importance to their own right left hands. I dreamt that the Kokang area was a ethnic region with a large number of Chinese Burmese cultural exchanges translators. Each Kokang can at least two languages (Putonghua, Burmese, Dai). I have seen that the Burmese Dai youths in the Kokang region can speak fluent bold words that the young people of the Kokang nationality speak the same standard of Burmese as the Burmese people. I dreamt of setting up a Chinese university all over Myanmar. National ethics, anti-drug science is the school's brdiscipline. Bold boys girls study in clean classrooms, sing talk about their colorful dreams on the green lawn of the campus. In small talk, they are concerned about studying abroad, seeking jobs starting a business. the world's popular culture, trends, international patterns so on. There is no longer a large number of topics related to the king of gambling, drug lords, army ruffians, hooligans, concubines other related topics. They study hard not to cope with the exam, not to find a job to support their families, they study for their own interests, for the pursuit of their own happiness, improve human society learn. Under the influence of good social atmosphere under the hard education of teachers parents, they use positive values to influence each other establish their positive spiritual character. The harmony of the society, the love of parents the care of teachers make them feel that they are the proud sons of nature have great aspirations, they do not care to participate in the entertainment activities of the vulgar taste. Will not use material desire to paralyze themselves waste their precious youth life. 梦境中我身在未来的某个年代,看到果敢人民不论贫富人人都能拥有自己的合法身份证,这是果敢高度自治区政府颁发的公民身份证,果敢人凭此证可以在缅甸全国自由通行,也可以用此证办理护照出国旅游或经商。人们见到果敢人已不再将他们与毒枭、赌徒或文化落后的乡巴佬联想在一起。

我梦见在缅甸国家的国会上,有许多位能够代表果敢民族政治权益的议员,参与缅甸国家的政策制定。我梦见在缅甸国家的总统竞选名额中有果敢人民组建的政党主席的提名。


我梦到果敢民族在新的历史时期当中,承担了缅甸进步的历史任务,积极参与国家的各项建设。并在缅甸各民族和睦融合的工作中做出了卓越的历史性贡献。在缅甸国家的民主发展进程中,果敢人发挥了自己的智慧、力量和贡献。缅甸人和缅甸其他民族不再将果敢视为来自中国的汉人,而是将果敢人当作缅甸大家庭中的一员。缅族人不再把果敢人当作外国人来提防,果敢人也能够理直气壮地、自豪地认同自己就是缅甸国家合法的少数民族。


果敢民族因其血缘、地缘与中国的特殊历史关系,在复杂的国际形势变化中对缅中两国关系的稳定和维护起到了积极的协调作用。
